Undertakings of its own
New states conceived and carried forward on the company’s own account. Where one comes to hold assets or admit investors, it may be placed in a dedicated project company.
The country-creation company
Mondikos originates and establishes new states through peaceful, lawful and consensual arrangements with the nations of today.
01 The company
A state needs more than land, a name or a declaration. It needs agreed territory, a lawful arrangement with an existing state, institutions, physical foundations, an identity and the capacity to function. Mondikos brings these together.
Mondikos is organised around the new states it originates and develops itself. These receive first call on its attention and resources.
Alongside them, Mondikos accepts a select number of engagements from founders, consortia, institutions and governments, including existing states that wish to see a new state formed.
02 Capabilities
Five capabilities, held in one structure, from first approach to working public services.
Identifying suitable state counterparts and negotiating the arrangements through which a new state may be established: constitutive treaties, long-term leases and, where appropriate, acquisitions. Legal advice is given by qualified international counsel.
Founding charters, frameworks of government and public institutions. A charter should answer to its geography, its people and its trade, as a building answers to its site.
Name, flag, seal, arms and national narrative, together with the international standing that grows from them. The same work is open to existing states marking a new chapter.
Master planning, infrastructure, housing and public buildings, delivered by established developers, engineers and architects under our direction. We hold the programme; they hold the trowel.
Registries, licensing, permits, digital services and utilities, run for the government concerned through a separate operating company. The government keeps ultimate authority and may end the appointment. Legislation, courts, policing and citizenship remain with the state.
We administer by contract. We do not govern.
03 Approach
Our work is to make it possible for the right people to lay them, under terms written to hold for generations.
Agreement is the keystone. Everything else rests on it.
A country should begin the way it means to continue: in the open, within the law and with the consent of those it concerns.
04 Standards
Applied to every lease, acquisition and treaty, on our own account or for others.
The territory is uninhabited or, where a small population lives there, its people have given their free consent. It is clear of competing claims and material disputes.
The granting state holds clear legal title and the lawful authority to agree.
The counterpart is a member of the United Nations, stable and governed through democratic institutions.
Every arrangement complies with the granting state’s own laws and procedures, including legislative approval and referendums where required.
Every benefit accrues to the state itself, on terms disclosed to the public. None passes to officials or intermediaries.
Where these standards cannot be met, we do not proceed.
Mondikos takes no part in coercion, dispossession or the displacement of unwilling people. Every state it helps to establish must respect individual rights and freedoms and the rule of law.

Neither. Mondikos leads origination, strategy, negotiation and coordination. It gives no legal or investment advice and holds no funds on behalf of others. Qualified counsel and advisers are appointed for each undertaking.
No. Any public services it provides are rendered under contract to the government, which retains ultimate authority and may bring the contract to an end.
No. A new state requires the consent and proper authority of the granting state, working institutions and regard for international law. Recognition rests with other states. Mondikos promises neither.
With an introduction or a recommendation. Mondikos does not advertise its services, and it accepts engagements at its discretion.
Mondikos is a company in formation. This page sets out its purpose, its standards and the way it intends to work. It does not describe completed undertakings.
07 The Startup States Society
The two are complementary and distinct, and each keeps to its own purpose.
